Director of Finance Job in Pittsfield, MA

Job Type: Direct Hire

Pay: $75-80k, depending on experience

Hours: Mon – Fri 8a – 4:30p

TEC is helping a local school recruit for a Director of Finance. The primary purpose of this role is to work closely with the Executive Director and every level of the organization to ensure sound fiscal management of all aspects of the business. The DOF is responsible for developing and implementing financial policies and procedures, creating the cost allocation plan, and ensuring all processes and transactions are in compliance with GAAP, as well as all federal, state and local laws, regulations, rules, and guidelines. This position is responsible for all documentation, communication and reporting regarding fiscal audits and/or monitoring and acts as staff lead and liaison for all budgeting and financial reporting to the Board of Directors, any appropriate committees, and the Policy Council. The Director of Finance directs the work of the finance team and provides coaching, performance feedback, and constructive counsel to the members of the team. This person is responsible for educating program and administrative staff on fiscal policies, procedures, and reporting, and is the subject matter expert and point of contact for all internal and external stakeholders in financial matters.


Job Duties:


BUDGET:

  • Leads the development and monitoring of the yearly budget. Projects revenues and expenditures based on historical and current financial information to assist in developing a plan for spending and monitoring throughout the project year. Compares projections to actual expenditures throughout the year and makes recommendations for course corrections and timely budget amendments.
  • Collaborates with senior leadership and other staff in the preparation of the Grant Application and Budgeting Instrument (GABI).
  • Tracks & monitors all non-federal match funds, including cash donations and in-kind volunteer time, services, materials, and supplies. Ensures all match funds are allowable according to grant regulations; maintains accurate documentation and reporting.
  • Collaborates with staff to prepare budgets for grant or other diverse funding applications.


POLICIES & PROCEDURES:

  • Leads the development and implementation of the Cost Allocation Plan to ensure all programs and grants share appropriate fiscal responsibility for direct/indirect services and administrative costs.
  • Creates and updates financial policies that align with GAAP, all federal, state, and local laws, regulations, rules, and guidelines.
  • Develops and implements internal controls procedures to ensure checks and balances are in place to safeguard the funds of the organization. Creates procedures that include clear segregation of duties and other appropriate controls in all activities including but not limited to: receipts, disbursements, petty cash, payroll, cash management, and investments.
  • Creates processes and procedures for financial records retention and destruction according to federal, state and local laws.


REPORTING & AUDITS:

  • Prepares all reports and documentation necessary for program and fiscal audits and federal/state reporting. Ensures the timely submission of the Uniform Financial Statements and Independent Auditor's Report (UFR), Form 990, Form 5500, worker’s compensation reporting/audit, and any other forms or reports required by law.
  • Attends Board of Director, Policy Council, and committee, staff, or community meetings to present financial reporting required by internal fiscal policies and governing, funding, or partner entities.
  • Prepares and presents annual Fiscal Content Area self-assessment to Policy Council and Board of Directors.


STAFF MANAGEMENT:

  • Hires and trains all finance department staff.
  • Conducts regular one-on-on meetings with team members to ensure performance and behavioral expectations are clear. Provides feedback on performance and recommends professional development and/or training courses to increase individual and team capacity.
  • Conducts regular departmental meetings focused on continuous improvement, monitoring, and teambuilding.
  • Manages all financial and accounting programs and platforms, ensuring staff have proper level accesses to electronic systems that align with the scope and responsibility of each position and that accesses are in compliance with internal control policies and procedures.
  • Authorizes purchases and retains backup documentation according to internal policies/procedures and all federal, state and local laws.
  • Understands and instructs finance team on security/confidentiality policies, procedures, and responsibilities.


CONTRACT MANAGEMENT:

  • Assists with negotiations with contractors, vendors, lease-holders, federal and state agencies, or other service/supplies providers.
  • Ensures all contract expenses are allowable according to federal, state, and local laws, regulations, rules, and/or policies.
  • Develops accounting system for proper allocation of contract/vendor expenses.


COMPENSATION & BENEFITS/HR:

  • Responsible for all aspects of payroll, ensuring accuracy in required deductions, employee/employer contributions, taxation, and reporting.
  • Remains up-to-date on executive level compensation restrictions and ensures compliance.
  • Responsible for conducting or contracting a wage-comparability study every three (3) years, to ensure that Head Start wages are not in excess of the average rate of compensation paid in the area where the program is carried out or less than the minimum wage rate.


TRAINING & PROFESSIONAL DEVELOPMENT:

  • Participates in team and agency meetings as required.
  • Attends regular training and professional development events to maintain knowledge of subject matter expertise as defined by individual professional development plan.
  • Participates in the planning for and attends all-staff trainings.
