Senior Program Representative Job Opening in Pittsfield, MA

Job Classification: Full Time

Salary: $45,000

Work Schedule: Monday through Friday 8:00 am to 4:30 pm with some flexibility & occasional remote work

Location: Pittsfield, MA

TEC is helping a local nonprofit recruit for a Senior Program Representative. The individual in this position is responsible to assist the Associate Manager in the daily administration of the Rental Assistance Program and other projects as assigned in which this organization administers.


Job Responsibilities:

  • Develop policies and procedures and then editing, and reviewing these policies/procedures monthly with team members to ensure all are acting under the jurisdictions set forth from the meetings
  • File reviews with the team and reviewing any admission denials into the nonprofit’s program
  • Running reports in a timely manner, IE. 120 Day Income Verification reports and Transfer Reports
  • Track expiring contracts in a timely manner
  • Monitor Biennial Inspections and ensuring all are done in a timely manner
  • Prepare annual MOD Rehab rent increase in a timely manner
  • PIC upload of records to HUD and error corrections
  • Calculate Utility Allowance annually
  • Attend meetings as needed for Associate Manager
  • Monitor and track expiring HUD Forms monthly
  • Monitor Debts owed by landlords monthly
  • Monitor no show inspections weekly
  • Monitor Repayments Agreements monthly
  • Monitor Holds on HAP accounts weekly
  • Monitor Zero HAP weekly
  • Monitor URP's under $25 suppressed monthly
  • Complete Biennial and Triennial recertifications
  • Complete interim recertifications
  • Follow up on zero income participants
  • Perform rent increases
  • Verify any preferences and eligibility
  • Explain program requirements and regulations and procedures to applicants, participants/owners
  • Complete and interpret the HUD 50058 form
  • Prepare and arrange all documents for signatures timely
  • Understand rent reasonableness and how to complete a Rent Reasonable Certification
  • Understand how payment standards and utility allowances are used
  • Negotiate rents with owners
  • Calculate and track repayment agreement
  • Complete HAP abatements as needed
  • Maintain tenant files
  • Develop a basic understanding of inspection requirements
  • Become knowledgeable with the termination process
  • Perform Internal audits weekly
  • Attend meetings, seminars and trainings as required.
  • Ensure the organization is in compliance with all federal and state fair housing laws.
  • Develop a basic understanding of tenant-landlord law.
  • Meet deadlines throughout the month for all activities involved in running any programs we are responsible for administering
  • Other duties may be assigned due to operational needs of the organization.


Hiring Requirements:

  • 2-4 Year degree in Business Administration, or related work/life experience
  • Experience in Management, Public Policy, Subsidized Housing or Fair Housing preferred
  • Valid driver’s license and reliable transportation
  • Strong organizational and problem-solving skills
  • Proficient knowledge of Microsoft Word, Excel, Outlook and Internet skills
  • Effective communication abilities both written and verbal
  • Strong customer services skills and ability to work with diverse populations
